After a little work, I managed the following decoding: A man standing on a busy street corner sees a blind man with a seeing eye dog attempting to cross the street. The dog drags the blind man out into the busy street without waiting for the traffic/crossing lights, but does successfully get him across the street. Continuing across the other intersection the dog does the same thing again, still without damaging the blind man. The man that sees this calls out to the blind man and asks "Do you realize the dangerous way your dog helped you across the street?" and proceeded to give a blow by blow description, to which the blind man listened quietly , and then replied "thank you very much" and called to the dog , rumaging a doggy bisquit from his coat pocket. The other man, shocked by such ironic behavior asks "why are you going to reward this dog for almost getting you killed ?". To which the blind man replies, "I'm not, I'm just going to find his head so that I can kick him in the balls." It seems the origional poster had applied the equivalent of 'tr A-z 4-m' to the joke, i.e. he had subtracted 13 from each character lexicaly between A and z.
