Alas, all UTS's 'pli' is is a JCL-writing program which will take your PL/I source along with some command line options and produce a file consisting of your source bracketed by the correct [ :-) ] JCL, to be handed over to send(1) which is responsible for sending the whole shebang over to MVS -- and its ulitmate fate, i.e. an OC4 [ :-) ].
