I've got a program I'm eager to port to VAX under VMS.  The program has 
#ifdefs for both sgtty.h and ioctl.h but not for vms equivalents.  We 
do have a termcap file for oodles of terminals.  How do I make use of 
it?  (I'm beginning to wish we had Eunice.)
