This is simply not true. The major reason for the poor economy of the South after the Civil War was, not unsurprisingly, the Civil War. Most specifically, Sherman's "march to the sea," which had as a primary objective destroying the economic base of the Confederacy. Sherman did a good job, and the march makes for an interesting study in military science. As a side note, see the recent net.jokes posting "are you Southern", where the "correct" answer to "What was General Sherman?" is: B) an arsonist.
