I would have no qualms living in a country that made it a point to
accept immigrants who have been convicted of smoking the dreaded
marijuana weed (assuming these people are not convicted of violent
crime or fraud, etc.).  In a marketplace of governments it would be
very hard to maintain the current status quo of victimless crime laws.

Personally, I don't either, but as long as emigration is allowed, I am
not against such a government trying.
