In fact, they contend that the Torah is more an historical record that a system of laws to be followed. Read some reform responsa and you'll see that this is true ( there is a volume of collected responsa in which this argument is mention numerous times ). So, true, the fact that they are less codified does not mean that they are not based on biblical law. The fact tat tey openly state this does though.
