The book that you described is "Mindkiller", by Spider Robinson.  An
excerpt titled "God is an Iron" appeared in OMNI.  I do not have
publication data at hand.  Perhaps somebody else can supply that.

If you forgive the weak ending (where you are asked to believe that
the "bad guy" actually has noble motivations and has been doing the
right thing all through the story), it's a fine read.
