I've written two routines LIB_SET_PROMPT and LIB_GET_PROMPT which
allow a program to get and set its DCL prompt.  Setting the prompt
requires exec mode.  

The code is (poor) macro.  The file is on ECLC as <TLI>promptsub.mar,
available for anoymous FTP.
