A friend of mine was recently stopped by a highway patrolman who was
using a device called "VASCAR Plus" to determine the speed that vechicals
were traveling at.  Perhaps I've missed something, but I've never heard
of VASCAR Plus (I *have* heard of VASCAR).

Could some knowledgeable person explain what VASCAR and VASCAR Plus
are, and how they work.  Hints on how to aviod being stopped by Police
who are using these devices is also welcome (besides not speeding,
that is).
