I have never heard of VASCAR Plus, but regular VASCAR is simply a timer with a calculator built in. Before use, the officer punches in the distance between two known points along the highway. To time a vehicle, the officer pushes one button when the car passes the first point, and another when it passes the second. The display then reads the speed in miles per hour.
