I have never heard of VASCAR Plus, but regular VASCAR is simply a
timer with a calculator built in.  Before use, the officer punches in
the distance between two known points along the highway.  To time a
vehicle, the officer pushes one button when the car passes the first
point, and another when it passes the second.  The display then reads
the speed in miles per hour.  The device emits no electromagnetic
energy, and hence is impossible to detect electronically.
