However, I believe you can be cited for driving too slow (less than about 40-45 mph --I don't have a copy of the California Vehicle Code handy) if con- ditions permitted you to go at a "normal" speed. Of course, during rush hour on Los Angeles freeways, top speeds are typically under 30 mph, if indeed they get that high!
