Perhaps they are sufficiently occupied to let St. Petersburg continue its impressive rate of expansion, but I tend to think that a three (count 'em--three) front war is likely to explode in the Tsar's face sometime soon. Convoys to Clyde are not much more devastating than convoys to Wales; thus fleets in the Irish Sea are almost as good as ones in the North Atlantic; certainly, the difference doesn't warrant passing up the Channel.
