The failure in the Channel was easily anticipated; would it not have
been better to order the Norwegian Sea Fleet to the North Atlantic?

It's not going to be THAT easy to get rid of the Russian army; some
French contributions (a build of A Par) would have improved
Franco-German security.

Such hubris!  Russia seeks conflict with England, Germany, and Turkey.
Perhaps they are sufficiently occupied to let St. Petersburg continue
its impressive rate of expansion, but I tend to think that a three
(count 'em--three) front war is likely to explode in the Tsar's face
sometime soon.  Do they really believe that Italy is innocent of all
Balkan ambition?

Did the Russians sense this coming?  It would go far to explain their
actions.

F Iri -> NAt seems inferior to F Iri S F Bre -> Eng to me.  Convoys to
Clyde are not much more devastating than convoys to Wales; thus fleets
in the Irish Sea are almost as good as ones in the North Atlantic;
certainly, the difference doesn't warrant passing up the Channel.
Also, the French seem to trust their friends more than it is healthy to.

Summary: Italy and Russia are out front, but Italy has fewer enemies.
France is more dependent on the Franco-German alliance than Germany
is.  Austria is out; Turkey may be.  England hopes for the quick
realization of the collapse of the Franco-Russo-German attack due to
its internal contradictions.
