I own an Atari 800 and whenever a disk will not format
I erase it with a bulk tape eraser.  This almost always allows
the disk to be formatted on the next try. I have had to
throw away only 1 disk of the about 200 that I own.
The Atari disk drive uses soft sectoring and bulk erasing does not
seem to bother it.
