PCPaint is good. Its interface is very MAC-like. You might wish to consider DR.HALO by Media Cybernetics. Dr.Halo is VERY fast and offers a superb TEXT generation facility. The documentation is pretty good and the installation procedures are a breeze. If you are looking for a package with a mouse then I recommend you purchase a mouse that comes with software. For ~$90 you can get a Visimouse and PCPaint. This mouse is optical and is made by Mouse Systems (it says so on the bottom of the mouse).
