There is a freeware product called PC-VT v8.0 that will do what you want.
We are using it at the University with many different mainframes and packages.
It will work with the EDT editor on VAX/VMS and maps the VT100 PFK keys to
some of the IBM function keys.  It costs $35.  The address is:
