I am happy to report that the major source of the noise has been found. It was coming from a heating pad which I had draped over my son's parakeet cage to keep the parakeet warm during the winter. The heating pad would turn itself occasionally and cause a band of white fuzz to appear on my TV screen. I suspect that the cage might have served as a sort of antenna, but have not verified this.
