There is a book ( in hebrew only ) which deals solely with this topic. The author discusses the two major opinions. One, that the obligation is biblical, the other that it is only custom and not even a rabbinic requirement. However, since customs are not taken lightly, in fact they are like laws, it seems that we are obligated to tithe. I do not at the moment have the book, but I should be getting it over the week- end and will post a summary of the opinions, along with sources. Eliyahu Teitz.
