Your eyes are not deceiving you.  Many times, directors used a "soft
focus" lens for shots of female leads or guest stars; it's purpose
was to set a "mood."  This often happened when the female character
was in the midst of a romantic encounter (though not always) -- usually
with Kirk or another male lead.  (My friends and I used to yell "Fuzzy
filter!" every time we saw this... )
