If you think back, the promise was that tax revenues would actually increase enough to balance the budget and pay for the Reagan defense buildup. All this was supposed to be the result of the stimulus the economy received as a result of the lower tax rates. But as it happened, Voodoo Economics was not notably more successful than other kinds, and every year since then, there's been a Reagan tax INCREASE, to (you guessed it) balance the budget and pay for the Reagan defense buildup.
