Does anyone know if the WICOMO Tool from the Wang Institute exists for
4.2 or where I can get it?  (WICOMO is a cost estimation program based
on Barry Boehm's COCOMO Model.)  We have it currently for 4.1 and I would
like to avoid doing the port if at all possible.
