In principle it is a good idea.  In Canada we could make a start by adding
another station to the cable network.  Rogers (and possibly other cable nets)
broadcasts house of commons proceedings (not that anyone ever watches :-) ).
They could take that idea, extend it and broadcast proceedings from the UN.
