/etc/rc has been altered to tidy up the filesystem-check code, also to
set things up so that /dist and /exp will get mounted if they are marked
as clean.  The background check of /dist has been deleted, since it never
did work quite as intended; unclean /dist and /exp will have to be coped
with manually.
