Request for info.......anti-obscene phone call device

I have heard that there is a test marketing effort on in the Pennsylvania
area where a device can be used on your phone which records the number
of the caller who last rang your phone. In other words, the originating
number of the incoming call.

I would like to know more about this service/device. I am willing to
make a few phone calls if someone could provide one which had a high
probability of yielding results.

                "Uh, hello ?"
                " Hi ! I enjoyed that obscene phone call so much that I 
                  thought the phone company and the police would like to
                  share my pleasure. So, I gave them your number. Would
                  you repeat your charming monologue for them ??? 
                  Bye !"
