It may be that a net.(region) group will form for every region; indeed, probably should form for those of us greatly interested in problems of particular regions. If this is to be the case, then it would be fitting to make net.africa the first: It is more foreign to most, poses more complex problems, and has arguably suffered more from western actions then other region. The group would also have a range wide enough to allow new discussions to form regularly. This group fills any qualifications you can come up with. A DEFINITE YES VOTE, if you were still wondering.
