"Tilting arbor" means that the saw can be used to cut wood from trees that grew at an angle. :-) Actually, "tilting arbor" refers to the way the saw makes angled cuts (like for mitered joints). On a "tilting arbor" saw, the blade tilts; on others, the table tilts while the blade stays vertical.
