That "best defense" may well include "defense" measures (in the military
sense) to get there.  For instance, perhaps something such as
"defense-protected build-down" might contribute to getting us out of the
spiral we seem to be stuck in right now (or maybe there are better ways).
Let's use our ingenuity to work (safely) *toward* a better world in which
there is a recognition that we share the same lifeboat.  I see SDI primarily
as an effort to evade that fundamental issue and remain stuck in the same
old rut of reaching for a bigger stick.
