I have often thought of installing one of those window sprayers. Backwards from the rear bumper, fed from a reservoir of dirty oil in the trunk. Not enough to cause skids but enough to externally dim any high-beam tail- gaters. A less draconian measure would be to wire the back-up lights to a switch on the dash. They're not too bright but having to face them directly would be unfun.
