net.announce.newusers is part of the default subscription
as netnews is distributed, so everyone should be getting this
newsgroup automatically.  If there are circumstances out there
where this isn't working (e.g. new users do NOT automatically
get net.announce.newusers), other than running some very old
version of your news software, please let me know.
