The basic problem is that not all systems support distributions yet.
Many/most/all? notes sites do not understand the concept, and old (A news,
2.9) versions of news don't either, so whenever such a system sees
something like 'net.wanted, distribution:nj' all it cares about is the net
and the nj gets lost. Because of this, things leak out. Sites that do
catch distributions should/do catch many of these miscreants, but not 
all of them get caught.
