I don't hit my brakes, and it is not at all unsafe. I just slowly slow down. I only do this when the truck drive is being a real jerk - like if we're both in the fast lane, I'm already doing 65 or 70 and there's plenty of room in the right (one or more) lane(s). The reason this works is simple if you've ever driven a large 18-wheeler tractor. There are LOTS of gears. It takes considerable effort for a truck driver to downshift from 65 or 70 to 40 or 45. And if you catch him when he's winding up to go up the next hill on the grade, he'll be REALLY upset. Most of the time you'll find the driver will just whip around you in another lane if he can. If he's tailgating real close and he get get around you, slow down and speed up a few times and he won't be behind you for long! I want to make it clear that I support safe, courteous driving. And most truckers are that way.
