An excellent way to cure this problem is a simple piece of legislation for-
bidding anyone under the legal drinking age from *entering* any establishment
that sells booze.  Florida had this law years ago.  I've often wondered if
they were smart enough to keep it on the books.  It did wonders for providing
a quiet sanctuary for the adults.  Mummy and Daddy couldn't park their brats
by the shuffleboard all afternoon while they made out in the darker corners.
