Actually, this statistic is meant to shake up people who think that since they are just driving to the office, or just going shopping, or just driving down a city street, they are safe and don't have to bother with seat belts. Of course, they overlook that fact that this is where they do 90% of their driving and hence where they are most likely to have an accident. Rich
