In an emergency, not being thrown about the car may give you the ability to stay in control. Racing drivers use seat belts because it helps their driving. We should not expect legislation requiring us to take vitamins, but we should expect (and do have) legislation that prohibits driving while one's ability is impaired by drugs, alcohol or inability to see well.
