Adam and Eve received the first commandment, "Go forth and multiply." Noah and his family received further commandments, including the commandments forbidding incest. Abraham received the commandment of circumcision. The Israelites under Moses' leadership received the rest. Thus, before Noah, incest was not forbidden.
