Sounds to me like a story I once read in Analog called "All Day Wednesday".
Every day was - guess what ? - the same Wednesday.  Bit of a vague pointer
as I can't remember the author or even approximate date, and the issue
itself is 3000 miles away. 

Oh to be in England, now that April's here !
