In STII, I recall Sulu saying "May I remind the captian that it  is
a violation of treaty for a STARSHIP to enter the neutral zone?"

The K. Maru (guess what word I can't spell) was not a military vessel
let alone a startship. There might have been trade agreements that
allowed such a ship to be in the neutral zone or perhaps even (gasp)
in Klingon territory.
