We have the 2780/3780 emulator package from DEC.  I haven't gotten around
to using it much yet, but it seems to work ok so far.  It doesn't
seem to have been written by DEC as it has an unusual user interface/
documentation.  I'll post more info as we gain more expierence if you're
interested.
