I'm not surprised you get tailgated a lot. If you really want to go so slowly, take a surface street. From my observations anything more than a 5 to 10 mph difference between vehicles causes a lot of problems and you're as much as 20 mph slower than everyone else. -- First thing is, we kill all the lawyers.
