You brought up a good question.

Check out the first two chapters in Job for some insight on this issue.

Can God be in control of evil forces and still be good?  I don't mean that
He directs them per se but He has a watchful eye on them.  He allows evil,
doesn't He.  Sure He has the power to stop it but He doesn't for our benefit.
