It is simply what the soles/heels are made of. I have a pair of flat-soled boots that sound the same (noisy) as the 1" heels on my dress shoes. Any crepe-soled shoe will be quiet. That includes high heels (though manufacturers only put soft soles/heels on the type of high-heeled shoes that are all one piece).
