I've been reading this discussion
for awhile now, and one point I don't
think has been mentioned is:  I keep
seeing these signs on the (left) side
of the road saying:
KEEP RIGHT EXCEPT TO PASS.
Further, I believe driving manuals in
New York and New Jersey (and surely
others) state the same thing.  It 
seems to the that when you sit in the
left lane holding up traffic you are
not doing so legally.  Think about it.
