Let us not forget that this is an academic discussion only. The law still says that 55 is the speed limit. I don't think that in court you can justify a speeding ticket by saying that the driver in front of you was breaking a keep to the right law. If you want to make a statement about the 55 speed limit why not tell us what constructive action you have done to change the law.
