The cemetary visit is just a sideline of the president's trip to 
West Germany.  However, becasue of all the press it is receiving,
there is no debate on the real reason he is going there.  Considering
that he says he is still going, the issue remains in the headlines.
If he were to change his itinerary, he might have to deal with
questions on the real mission of the trip.  He can cancel at the
last minute and save face.  I think that it is quite clever.
