fcc has issued a  notice  of  proposed  rulemaking  in  general
docket  85  113  which would amend part 2 to make land mobile a
primary service on the frequencies 421 to 430 mhz in the cities
of  detroit,  cleveland,  and  buffalo.  amateurs  are  already
secondary in this band, and those within 75 miles of canada are
on   notice  that  coordination  will  be  required.  moreover,
adoption of the rules proposed in the docket does  not  mandate
immediate  change. there must be separate rulemaking actions in
parts 22 and 90 before  land  mobile  can  start  applying  for
frequencies.  anyone  interested  in  filing  comments  on this
docket are strongly urged to send an s.a.s.e. to arrl hq. for a
copy  of  the  notice,  and to read it carefully before filing.
comments may be filed until may 28.
