S. cards in the east coast too. If a non-US citizen married an US citizen or a permanent resident, he/she could apply for a "Permanet Resident" card. The application forms can be obtained at the local immigration office. (ie I-538, etc.; ask the immigration office about those forms.) For some students who have J-1 visa and government scolarship may need compensate their government.(depends on the law of their government)
