Sources include a number of usenetters and Brian Kernighan, who coauthored the GRAP manual. GRAP is not available yet. There are various legal problems with distributing it. It might be available by September. Maybe not. PIC is available with the Documenter's Workbench, Release 1.0, for System V. It works with DITROFF (Device-Independent Troff). One person has hacked PIC to work with the older version of TROFF, but otherwise they are not compatible. PIC and DITROFF are available for about $4000. Not particularly encouraging, especially if you have the older version of TROFF, but that's the state of the art. Many thanks to all who replied and/or showed interest.
