Could it be that one reason we see little use of mod.all groups is because
there are many sites which use rn?

Rn expects inews to mail postings to moderated groups to the moderator, but
inews does not do this; postnews does.

There are, of course, (at least) two alternatives: "fix" either (or both)
rn and inews.
