At least on one point he is.  If you go to the "USSR" and speak to the
people in the different "Republics" THEY will tell you what is 'Russian'
and what is not.  EVERYONE hates the poor Russians!  And they know it.
And everyone knows the reason why.  It's an EMPIRE.  Russ conquered all
the rest and 'all the rest' know that too.

It's not just the Eastern Europeans who hate the 'Russians', but the 
people in the other 'Republics' don't like being ruled from Moscow either.

May I modestly say I HAVE talked at length with Eastern Europeans (in their
own countries) and with people in the USSR.  Of course not all feel exactly
alike, but too many sources are saying the same thing (the above).
