I recently spotted a car at the International Paper plant in Manchester NH
that was blue all over, and on the door had a logo consisting of a pair
of interlocking arrows filled with stars (red & white? I forget) 
inscribed within a circle.  But *no road name anywhere on the car*!
Reporting marks were WLO 502900.
Rebuilt date specified as "SLAW 3.84".
Was this a Pickens car?
My ConCor catalog shows a car with a logo like the one I described,
listed as "Pickens", although in the picture it's decorated "PIKENS".

Who is WLO?  
And who or what is SLAW?

Any help identifying this beast would be appreciated.
