The story you have described is "The Circuit Riders"
by R. C. FitzPatrick from Analog. It is in the collection
"Analog 2" edited by John W. Campbell. The second printing of the
Paperback Library edition I have was printed August, 1971, which
is appox. the time you mentioned.
